A matter of perspective, I suppose. To the main military good guys, he is a bad guy who stoops down to terrorist acts and must be stopped at all costs. To his followers, he's a noble leader who understands what it takes to free the world from corruption and control, and is not afraid to start a war to do so.
But for the most part, he is seen as a bad guy. Terrorism is bad, mmkay.
